Is responsible for the promotion, defense, dignification and representation of Portuguese Local Government. It brings together almost all 308 Portuguese municipalities and its specific purposes, among others, are the representation and defense of municipalities before the Bodies of Sovereignty and the representation of their members before national and international organizations.<\/p>\n<p>Headquartered in Coimbra, a city in the center of the Portugal, ANMP does not pursue political-partisan or profit-making goals and carries out its activity independently of any public or private entities. ANMP asserts itself as a multi-party institution with a daily practice based on dialogue and consensus among the different sensitivities that comprise it. ANMP works continuously for the reinforcement of municipalism and for administrative and political decentralization. ANMP is par excellence the Common House of Democratic Local Government in Portugal.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<h3><strong>GOVERNING BODIES<\/strong><\/h3>\n<p>&nbsp;<\/p>\n<p><strong>Executive Board<\/strong>, responsible for directing the general activity of ANMP, comprising a president, five vice-presidents and eleven members. Executes the general lines of action defined by theCongress, complies with the General Council&#8217;s deliberations, takes position before any State bodies or public entities on matters of interest to local authorities.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-73642 size-medium aligncenter\" src=\"https:\/\/anmp.pt\/wp-content\/uploads\/2026\/01\/Pedro-Pimpao_2-254x300.jpg\" alt=\"\" width=\"254\" height=\"300\" srcset=\"https:\/\/anmp.pt\/wp-content\/uploads\/2026\/01\/Pedro-Pimpao_2-254x300.jpg 254w, https:\/\/anmp.pt\/wp-content\/uploads\/2026\/01\/Pedro-Pimpao_2-768x906.jpg 768w, https:\/\/anmp.pt\/wp-content\/uploads\/2026\/01\/Pedro-Pimpao_2.jpg 866w\" sizes=\"auto, (max-width: 254px) 100vw, 254px\" \/><\/p>\n<p style=\"text-align: center\"><strong>The Executive Board<\/strong> is currently chaired by the <strong>Mayor of Pombal<\/strong>, <strong>Pedro Pimp\u00e3o<\/strong>.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-73643 size-medium aligncenter\" src=\"https:\/\/anmp.pt\/wp-content\/uploads\/2026\/01\/Luisa-Salgueiro_2-279x300.jpg\" alt=\"\" width=\"279\" height=\"300\" srcset=\"https:\/\/anmp.pt\/wp-content\/uploads\/2026\/01\/Luisa-Salgueiro_2-279x300.jpg 279w, https:\/\/anmp.pt\/wp-content\/uploads\/2026\/01\/Luisa-Salgueiro_2-768x825.jpg 768w, https:\/\/anmp.pt\/wp-content\/uploads\/2026\/01\/Luisa-Salgueiro_2.jpg 870w\" sizes=\"auto, (max-width: 279px) 100vw, 279px\" \/><\/p>\n<p style=\"text-align: center\"><strong>National Congress<\/strong>, the highest representative body of ANMP, currently chaired by the <strong>Mayor of Matosinhos<\/strong>, <strong>Lu\u00edsa Salgueiro<\/strong>.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>Governing bodies of ANMP still comprises: <span class=\"Y2IQFc\" lang=\"en\"><strong>General Council<\/strong>, a <strong>Fiscal Council<\/strong> and a <\/span><strong><span class=\"Y2IQFc\" lang=\"en\">Advisory Board<\/span><\/strong>.<\/p>\n<p>&nbsp;<\/p>\n<h3><strong>ORGANIC STRUCTURE<\/strong><\/h3>\n<p>The organic structure of ANMP&#8217;s services aims to design, implement, and coordinate technical, administrative and political support to the respective governing bodies, in the areas of planning, organization, management, evaluation and control.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-73651 aligncenter\" src=\"https:\/\/anmp.pt\/wp-content\/uploads\/2026\/01\/Paulo-Braga-218x300.jpg\" alt=\"\" width=\"218\" height=\"300\" srcset=\"https:\/\/anmp.pt\/wp-content\/uploads\/2026\/01\/Paulo-Braga-218x300.jpg 218w, https:\/\/anmp.pt\/wp-content\/uploads\/2026\/01\/Paulo-Braga.jpg 300w\" sizes=\"auto, (max-width: 218px) 100vw, 218px\" \/><\/p>\n<p style=\"text-align: center\">It is up to the organic structure of ANMP&#8217;s services to develop all the support activity for the associative bodies, adequate to the accomplishment of ANMP&#8217;s attributions, with its operational direction under the responsibility of a <strong>Secretary-General<\/strong>, position currently held by <strong>Paulo Braga<\/strong>.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<h3><strong>INTERNATIONAL RELATIONS<\/strong><\/h3>\n<p>ANMP is member of the <a href=\"https:\/\/ccre-cemr.org\/\">Council of European Municipalities and Regions (CEMR)<\/a>; the <a href=\"https:\/\/uclg.org\/\">United Cities and Local Governments (UCLG)<\/a>; <a href=\"http:\/\/documentos.femp.es\/files\/11-7180-fichero\/CUADERNOS%20DE%20LA%20OICI%2062.pdf\">the Ibero-American Organization of Inter-Municipal Cooperation (OICI)<\/a>; the <a href=\"https:\/\/www.coppem.org\/\">Standing Committee for Euro Mediterranean Partnership of Local and Regional Authorities (COPPEM)<\/a>.<\/p>\n<p>ANMP is responsible for appointing members to the Portuguese Delegation at the <a href=\"https:\/\/cor.europa.eu\/pt\">European Committee of the Regions (CoR)<\/a> and the <a href=\"https:\/\/www.coe.int\/en\/web\/congress\">Congress of Local and Regional Authorities (CLRA)<\/a>, the institution of the Council of Europe known as the voice of Europe\u2019s municipalities and regions.<\/p>\n<p>ANMP maintains close and regular relations with local government associations worldwide, fostering partnerships and collaboration. It frequently establishes cooperation agreements with these organizations, reinforcing its commitment to the exchange of best practices and mutual support.
